  • Heterogeneity Analysis of the Effect of Environmental Information Disclosure by Different Property Rights Firms Driven by Policy Signals

    Abstract: Abstract: Purpose/Significance Examining the effect of policy signals on corporate environmental information disclosure behavior is of great significance for the government to formulate policies, for the enhancement of corporate social responsibility, and for investors to make decisions. Method/Process An econometric model was constructed by constructing an indicator system, extracting policy signals, measuring media attention, adding control variables to identify research variables, and performing descriptive statistics; The sequential test regression coefficient method was used to test the effect of policy signaling on environmental information disclosure and the mediating effect of media attention; The sample is divided into state-owned enterprises and private enterprises to test the different strengths of the role of industrial policy signals on corporate environmental disclosure under different property rights. Results/Conclusions It is concluded that policy signals drive firms’ willingness to disclose environmental information, disclosure compliance and the extent of environmental governance disclosure, but they are not related to the extent of environmental liability disclosure; The mechanism of industrial policy’s effect on corporate disclosure is influenced by the media’s attention to the firm; The nature of firms’ property rights can have a heterogeneous impact on the driving effect of policy signals.

  • Research on the Path of Government Open Data Empowerment and Value Enhancement

    Abstract: [Purpose/significance] Summarizing and exploring the path of open government data empowerment and value enhancement can enrich the theoretical basis in this field, and open up channels for the integration and utilization of open government data to value enhancement, and provide reference for the current stage of open government data resource construction and social environment construction. [Methods/ process] Based on the analysis of the data usage and related policy releases of the open government data platform website, this paper explored the basic path of open government data empowerment and value enhancement from the three aspects of data, policy and market drive, and proposed future development strategies. [Results/conclusions] The basic internal and external driving paths of open government data empowerment and value enhancement can be divided into the following three types: data appreciation, policy release, and market promotion. And specific strategies that can be implemented at the emergence stage are proposed, that is, to release the value of open government data, increase the utilization efficiency of open government data, and build a open government data value enhancement strategy system that can be used for three purposes.

  • Technology Topic Mining and Trend Analysis from the Perspective of Industrial Chain Combined with K-Means and LDA ——Taking Virtual Reality Technology as an Example

    Abstract: [Purpose/significance] From the perspective of industry chain, this paper takes virtual reality technology as an example, constructs VR patent industry chain corpus, and explores the technical theme, research and development hotspot and future development trend of China VR patent. [Method/process] First of all, this paper used Python to crawl the patent text in VR field and got effective corpus through data cleaning. Secondly, combining IPC classification number and K-means clustering algorithm, this paper constructed and validates VR patent industry chain. In addition, based on TF-IDF algorithm and LDA theme model, we identified the core technology themes and their comprehensive strength, technology research and development hotspots and future trends of China VR patents from the perspective of production chain. [Result/ conclusion] At present, the proportion of patents in each link of China VR industry chain is unbalanced. The upstream link is the most popular, followed by the downstream link, and the weakest link is the midstream link. In terms of theme mining, the upstream hot spot is software development, the midstream hot spot is film and television production, and the downstream hot spot is medical, educational and entertainment applications. In terms of future trends, the upstream of the industrial chain will be dominated by technologies such as electronic digital data processing, optical components, image communication, etc., the midstream will be dominated by technologies such as vehicle components, power devices, damping devices, etc., and the downstream will be dominated by technologies such as indoor games, medical diagnosis, identification, etc.

  • Analysis on the Status of China's Urban Government Open Data Utilization from the Thematic and Regional Perspectives

    Abstract: [Purpose/significance] This paper aims to analyze the use status of urban government open data in China from the perspective of subject and region, and explore the linear relationship between the degree of attention and utilization of open data, so as to improve the efficiency of the use of open data by our government.[Method/process] It selects six places such as Harbin, Jinan, Shanghai, Wuhan, Guangzhou and Guiyang as examples to conduct statistical comparative analysis, cluster analysis and regression analysis on multiple indicators such as browsing rate of the government open data to reveal the utilization status of China's urban open data under the thematic and regional perspectives, and to explore the linear relationship between browsing rate and download rate.[Result/conclusion] The use of open data by urban governments in China has the following characteristics:The overall open data browsing rate is weakly related to the download rate. From the perspective of the theme, educational technology, people's livelihood services, economic and industrial, and other topics related to the social and people's livelihood are highly utilized, and their browsing rate is positively correlated with the download rate; the overall characteristics of open data are inconsistent with some features. From a regional perspective, the browsing rate and download rate of Jinan and Shanghai are positively correlated. Among them, Shanghai ranks first in the use of open data, while Jinan ranks in the bottom. Guiyang's open data browsing rate and download rate are both high, but both are Weak correlation; the overall characteristics of open data and some features are generally consistent.

  • Technological Innovation Effect Analysis of Government Big Data Policy——Estimation Based on PSM-DID Method

    Abstract: [Purpose/significance] Technological innovation is an important driving factor for economic development and transformation. We attempt to empirically analyze the technological innovation effect of China government big data policy, which will help to promote the national innovation driven development strategy and the deep integration of data elements and technical elements,realizing linkage innovation and open innovation.[Method/process] Based on the action plan for big data development and the establishment of the national comprehensive test area for big data, this paper took the panel data of 31 provinces in China from 2000 to 2019 as the research sample, and used Propensity Score Matching method to analyze the tendency score matching between the experimental group and the control group. In addition, this paper utilized the Difference in Differences method to double difference the matched samples, and used the method of variable replacement to test the robustness, so as to explore the relationship between the government big data policy and technological innovation.[Result/conclusion] By solving the endogenous problem of public policy and the non observability of virtual facts, we have found that government big data policy can promote technological innovation.

  • Analysis on the Characteristics and Subjects of China's Government Big Data Policy Diffusion

    Abstract: [Purpose/significance] Exploring the laws and mechanisms of the diffusion of government big data policies, which can not only provide theoretical support for the formulation of future government big data policies, but also improve the effectiveness of policy implementation.[Method/process] The social network analysis method and thematic analysis method were used to analyze 213 government big data policies. This paper constructed a reference relationship network between policies, and analyzed the time characteristics, spatial characteristics and theme features of policy diffusion based on this.[Result/conclusion] In the time dimension, China's government big data policy presents a typical S-curve diffusion feature; in the spatial dimension, it has geographically unbalanced distribution characteristics and hierarchical shading characteristics; in the subject dimension, it has the characteristics of integration with inheritance and innovation, the value of the core value of the reference policy in the process of diffusion has been inherited.

  • Research on Analysing the Value Orientation of Chinese Government's Big Data Policy

    Abstract: [Purpose/significance] Big data policy is the driving force for the application and development of government big data. Its value orientation analysis can provide a way for the formulation, implementation and evaluation of government big data policies, and provide a basis for the future development direction of big data policies. [Method/process] This paper collected a total of 58 government affairs big data policy texts published by the State Council and its departmental portals. Thematic analysis method was used to encode and analyzed the themes of big data value orientation in the policy texts. The encoding process used NVivo12 software as an auxiliary tool. [Result/conclusion] Through thematic analysis, the overall framework of the big data policy value orientation was constructed. The framework summarized the value orientations of the 5 dimensions of politics, economy, society, ecology, science and technology, and explored the interaction between each dimension and its specific value orientation.

  • Research on the Recovery Timing Strategy of Government Open Data Service Failure Based on User Sensitivity

    Abstract: [Purpose/significance] With the rise of the government open data movement in the global scope, "open government data" has become a multi-disciplinary cross-research hotspot, but there is less literature to discuss the problem of service failure after the opening of government data. This will affect the effectiveness of government open data.[Method/process] This paper focused on the problem of the service failure recovery of government open data, explored the types of the service failure of government open data from the perspective of data quality, constructed a model of recovery timing of the government open data failure based on the user sensitivity and used Lagrange multiplier method to find the optimal solution of the model.[Result/conclusion] The result of model solution and examples analysis indicate that the recovery timing, the user sensitivity to open data and the user sensitivity to failure recovery have important implications for the government's recovery strategy of open data service failure. Government departments should give full attention to the sensitivity of users, choose appropriate recovery time and recovery timely.

    Abstract: [Purpose/significance] The service level evaluation of domestic government open data can provide reference and basis for the objective evaluation and policy-making of government open data, thus improving the efficiency of domestic government open data.[Method/process] From the micro level of data and users perspectives, this paper established the evaluation framework of the service level of government open data. For example, "Cultural Leisure" thematic datasets on data open platform of Wuhan and other 8 platforms, using entropy method to calculate the comprehensive evaluation value of weight and government open data service level.[Result/conclusion] The service level of government open data is highly correlated with the availability of data, and it is hierarchical; the service level of government open data is inconsistent.

  • Relation Mining Between Government Open Data State and the Subject Behavior State in the Data Driven Paradigm

    Abstract: [Purpose/significance] In the context of data-driven paradigm, this paper reveals the internal relationship between the open data state of government portal website and the behavior state of its main body, and promotes the effect and process of government data opening.[Method/process] This paper used the crawler method to grab the open data sets in the Shanghai government data portal, and then did correlation analysis and Stepwise regression analysis on the index variables of each data set in turn, and screened out the variables with high correlation degree. At the same time, we further carried out PLS regression test on the variables with significant relationships, and ultimately drew the internal relationship between the state of government open data and the state of its main body's behavior.[Result/conclusion] In the process of government data opening, the subject behavior of government departments has a greater impact on public subject behavior than the object characteristics of data itself. Among the factors affecting the public rating, the sequence from high to low is:government openness and secrecy, machine readability of Data Format, the first opening time of government, the timeliness of government openness. The level of government openness and secrecy has a significant negative impact on the score of government open data; the first opening time of government, the timeliness of government openness, and the machine readability of data format have a significant positive impact on the public score.

  • Research on the Structural Relationship of the Influencing Factors of the Initial Public Acceptance Behavior of Government Open Data

    Abstract: [Purpose/significance] The hierarchical relationship of the factors affecting the initial public acceptance behavior of government open data is clarified, which can improve the public acceptance and use efficiency of government open data. It can also provide theoretical support for the formulation and improvement of the government's open data related strategy.[Method/process] Based on the situational theory, 13 factors affecting the initial public acceptance behavior of government open data were extracted by the expert survey method. Using the model of interpretation structure model, the relationship structure model of the factors affecting the public acceptance of government open data was constructed.[Result/conclusion] The results show that, the relationship structure model of the public acceptance of government open data includes 5 levels, which can be divided into 3 levels:representation layer, intermediate layer and fundamental layer. The representational factors include system resources, task urgency, and platform operations; the intermediate factors include requirements clarity, task topics, information awareness, information knowledge and information capabilities; the fundamental factors include education, age, policies and regulations, social influence and platform design.

  • Research on Multi-level Linkage and Coordination of Digital Village Policies in China

    Abstract: Abstract: Purpose/Significance The central and local digital countryside policy coordination is important for policy implementation and optimal policy effect, so that digital countryside policy can become a powerful aid in agricultural upgrading and transformation and rural economic development. Method/Process Based on the central digital rural policy and four major regions digital rural policy sample data from 2018-2021, the entropy value method and coupling coordination model are used to quantitatively measure the coupling coordination degree between central and local digital rural policies. Single-factor detection and multi-factor interaction detection are conducted using the geographic detector model to analyze the impact of each policy tool indicator on the central and local policy. The degree of influence of each policy tool indicator on the level of synergy are different. Result/Conclusion The overall level of central-local policy synergy among the four regions is continuously optimized. The development of synergy level of different policy tools is uneven, and the regional differences of synergy level tend to strengthen. Among the influencing factors, science and technology innovation policy is the main driver of the coordinated development of central digital rural policy and local digital rural policy. The two-two interaction effect between the influencing factors is stronger than that of individual influencing factors."

  • The driving effect of government investment on the improvement of digital government service capacity: marginal decrement and asymmetric difference

    Abstract: <p> Purpose/significance As a new form of government in recent years, digital government is facing the changeable environment, how to improve the service capability of digital government urgently needs further research. Method/process Based on the relevant data of each province from 2017 to 2020, this paper studies the impact of government investment on service capability of digital government through random effect model. Result/conclusion We found that the government investment has an obvious driving effect on the service capability of digital government, and this driving effect is marginally diminishing and asymmetrically different. Accordingly, this paper puts forward corresponding policy opinions to help China's digital government service capacity building to better advance.</p><p> </p>

  • Mining the correlation between digital village policy and digital government policy from the perspective of policy information

    Abstract:[Purpose/Significance] As an important part of digital China, digital village and digital government complement each other. Digging out the policy correlation between the two and exploring the similarities and differences in policy content will help promote China's digital transformation and realize efficient government service, scientific decision-making model and refined urban and rural governance. [Method/Process] Based on policy informatics theory, the text contents of digital village policy and digital government policy are compared and studied, and the coding results of the two policies are calculated by using grey relational degree models. [Result/Conclusion] Digital village policy and digital government policy have the highest correlation in the dimension of digital technology construction, indicating that they have the most similar policy needs for digital technology construction. In the dimension of economic construction, the correlation degree is the lowest, and the demand of digital village policy in economic construction is much higher than that of digital government policy, indicating that the development of digital rural needs the support of economic foundation."

  • Research on the effect of rural revitalization based on policy calculation

    Abstract:

    Abstract: [Purpose/Significance] Rural revitalization is an important strategy to solve the three rural issues. This paper divides the policy instruments involved in rural revitalization into supply, demand and environment, and discusses the impact of different policy instruments on rural revitalization through empirical research. [Methods / processes] Based on Chinese time series data from 2006 to 2020, rural revitalization evaluation index system is constructed, rural revitalization effects are allocated by entropy weight method, and different kinds of policies are empirically analyzed by the vector autoregression model. The level of impact and contribution of tools to rural revitalization; [Result/Conclusion] The results show that the impact of policy instruments on rural revitalization has gradually increased with the number of phases, from 44.96% in the initial phase to 50.57% in the second phase. After that, they remained around 44%; the contribution rate of environmental policy tools reached a maximum of 12.32% in the sixth period, the contribution rate of supply-type policy tools reached a maximum of 15.29% in the second period, and the demand-based policy tools reached the maximum in the early stage. Value ratio 34.51%. Therefore, to improve the implementation effect of rural revitalization, while improving the system of policy tools, we should pay attention to flexible use of various policy tools to form the greatest synergy."

  • 数字乡村建设评价体系研究

    Abstract:[目的/意义]对标《数字乡村建设指南1.0》,构建评估体系,有利于发现数字乡村建设过程中的现存问题、明确发展方向,为加快实现我国农业农村现代化全面升级提供指引。[方法/过程]通过TF-IDF算法提取《指南》关键词,确定评估要素,构建数字乡村建设水平综合评价指标体系;运用数据包络分析方法结合BCC模型对全国31个省市自治区的数字乡村建设水平进行定量测度。[结果/结论]对标《指南》构建的评价指标体系分为数字基建、数字经济、数字环境、数字惠民四个维度,可以对数字乡村建设水平进行合理评估;22个地区达到DEA有效,其数字乡村建设重点各有不同;9个地区未达到DEA有效,其数字乡村建设投入和产出存在不合理性;最后分析得出各地区改进提升数字乡村建设水平的切入点。
