  • Paradigm Transformation of Library and Information Science and Trends of Data-driven Information Services

    Abstract: [Purpose/significance] The paradigm transformations of library and information science, concept of information and intelligence, are sorted out and demarcated, so as to expound certain trends of data-driven information services. [Method/process] Through literature survey, this paper sorted out the concept connotation of information and LIS and the evolution of the object of S&T information service from the historical perspective, and explained the importance of data construction in the information services on the basis of understanding the interrelation of DIKIW model. The theoretical paradigms of LIS could be divided into four categories and clarified the key points of trends and choices of each paradigm. [Result/conclusion] Based on the basic cognition of DIKIW and multi-paradigms of LIS, the choice of intelligence services in the future should be attached to the development of data-driven intelligence studies, be carried out strategic intelligence studies in disciplinary fields, and then establish the Decision Support System(DSS) with intelligent intelligence as the core, so as to give full play to the decision supporting consultation function of intelligence studies.

  • Strategies for Scientific Data Security Management from the Perspective of Intellectual Property

    Abstract: [Purpose/significance] Scientific data security is a complex and dynamic concept that includes sovereignty security, property rights security, and sharing security, among which property rights security is an important prerequisite for sovereignty security and sharing security. In view of that China has not yet legislated on data property, it is of great significance to analyze the property rights relationship in scientific data security management by taking the intellectual property rights that have a cross relationship with scientific data property rights in the current law as the starting point.[Method/process] Aiming at the problem of scientific data's property, sovereignty, and sharing, using legal interpretation methods to analyze the relationship between intellectual property and scientific data, and to explore possible solutions under domestic and foreign practical cases.[Result/conclusion] For property, protect the property of scientific data by intellectual property rights and contracts with rights ownership clauses, authorization clauses, confidentiality clauses and benefit distribution clauses. For sovereignty, enhance the awareness of scientific data sovereignty by establishing the national top-level management and establish the institutional-level scientific data management and sharing policy to avoid data outflow illegally. For sharing, remove the right barriers to the open sharing of scientific data under the characteristics of different types of intellectual property rights, and realize the open sharing of scientific data through licensing agreements.

  • Research Advances of Citation Based Topic Models

    Abstract: [Purpose/significance] A wide variety of topic models has been developed with improved algorithm. This paper aims to study the research advances, generation process and algorithm of citation based topic models. Additionally, we discuss the application in the text of academic articles and research areas in the future.[Method/process] Based on the data of Web of Science and CNKI database, we collected articles of citation based topic models. In these articles, we selected several representative articles after manual interpretation to analyze the generative process, parameter estimation and inference methods in these citation based topic models.[Result/conclusion] Currently, there are mainly three types of citation based topic models. This includes the topic models which focus on the topic-citation distribution, while other topic models mainly study the relationship between the citing documents and the cited documents. Besides, citation context based topic models are also available. Additionally, more complete topic content can be detected after introducing citation information into the topic models. Moreover, most of the models are the variants of LDA and PLSA. In future, incorporating citation context information into topic models, improving the inference methods and applying the models are some of the future directions.

  • Exploring the Features and Impact of Research Crowdfunding Projects: A Case Study of Experiment

    Abstract: [Purpose/significance] This paper tersely summarizes the development status of the research crowdfunding model, uses the Experiment platform as the research object, and designs indicators to analyze the basic features of the projects, the impact of the project outputs and the content characteristics. This study can develop the research crowdfunding model, help to understand the new research activities in an open science environment and provide relevant suggestions for project applicants and funders.[Method/process] Firstly, the paper gets data from the research crowdfunding website "Experiment" and designs a series of indicators to evaluate them. Secondly, this paper analyzes the overall scale, success rate, staff scale, research cycle, countries, organizations, funding levels and other features of research crowdfunding projects. In addition, the paper focuses on the lab notes, which are the outputs of research crowdfunding projects, analyzing the numbers of lab note, view, like and comment based on the disciplinary characteristics so that it can reveal the scale and impact of these outputs.[Result/conclusion] Finally, the result shows that the research crowdfunding projects of "Experiment" are characterized by small-scale, short accomplishing time and strong participation, meanwhile, the scale and impact of projects' outputs in biology and ecology are more prominent than other disciplines.

  • A Review of Technology Opportunity Discovery from the Full Perspective of Technology Innovation

    Abstract: [Purpose/significance] Technology opportunity discovery is of great significance to market competition, technology layout, regional innovation and industrial development. Clarifying the research progress in the field of technology opportunity discovery can grasp its development limitations to promote further optimization and healthy development. [Method/process] The research sorted out the relevant progress in the field from the four dimensions of technology innovation foundation, innovation environment, innovation way and innovation type based on the technology innovation full perspective and integrated the elements of technology innovation process. It also summarizes the characteristics of the technology opportunity discovery analysis unit from the perspective of technology innovation elements, and points out the existing problems and development trends of the study. [Result/conclusion] The internal attribute of technology opportunity discovery is the knowledge basis of technology innovation, and the external attribute is the technology innovation environment. Technology rebirth, technology integration, and technology breakthroughs are common ways of technology innovation. technology opportunities include three types of opportunities: emerging technologies, progressive technologies, and subversion technology. In the future, the foundation research of scientific knowledge will be strengthened, and the coordination of various resource factors will be a trend of innovation, and the methods of technology opportunity discovery will be more complex and targeted, and the process of technology opportunity discovery will be more standardized, and the results will be more credible.

  • Forward-looking Governance on Disruptive Technology Innovation

    Abstract: The scientific governance is the most important to S&T because of its dual nature for societies. The concept and method of governance has been adapted to strengthen the management of the S&T systematically, which is the scientific choice of national economic and social development. As the one of the significant breakthroughs to innovation, disruptive technology is the strategic opportunity to build China into a world science and technology power. With the potential, dramatic, and systematic impact, disruptive technology could reshape the rules and structures. For disruptive technological innovation, it is urgent to introduce the forward-looking governance notion to master its great impact in advance, and promote its development and application actively and scientifically. In order to promote the disruptive technology development and predict and reduce its risks, this study constructs a forward-looking governance system of disruptive technology innovation, discusses the basic characteristics of the system, establishes the core research framework, and provides the suggestions on the main governance process.

  • Design and Application of Ecological System of Intelligent Knowledge Service Based on AI——An Example of Building of Intelligent Service Platform of National Science Library, CAS

    Abstract: [Purpose/significance] Artificial Intelligence is triggering a chain reaction-like scientific breakthrough, leading a new round of scientific and technological revolution and industrial transformation, how to use AI to provide Intelligent Knowledge Services and Intelligent Information system is the current focus of attention and hot spot. [Method/process] This paper analyzed AI technology and big data from inside and outside the library and information domain to bring new platforms, new services and new opportunities and challenges to the knowledge service paradigm, and provided the idea of building the Intelligent Knowledge Service ecosystem driven by "AI technology and big data", and built the "science brain" method from the three levels of intelligent data, wisdom center and intelligence service, and provided an open intelligent knowledge service ecological environment covering science and technology management, scientific and technological innovation and social academic information environment. [Result/conclusion] As an exploration building of National Science Library Chinese Academy of Sciences, about Data Lake of Library and Information, Intelligent Knowledge Service engine, Intelligent Knowledge Discovery, Intelligent Knowledge Management, Intelligent Knowledge Analysis and Intelligent Sense Environment, and good results have been achieved. In the future, AI technology for big data government, fine-grained knowledge recognition, precision service and so on, still need to be further improved in data, technology and service models.

  • 构筑开放科学行动路线图把握开放科学发展机遇

    Abstract: Open science has reached a global consensus, and global open science governance requires the active participation of China. In order to seize development opportunities, this study analyzes the global trend of open science development and its impact on the scientific community. Based on practical cases of open science in China, the current situation and challenges of open science development in China are addressed. A roadmap for open science in China is designed, with open research infrastructure and open science policies as key supports. Recommendations for promoting the development of open science in China are proposed.

  • GPT技术变革对基础科学研究的影响分析

    Abstract: The generative large model GPT represented by ChatGPT is developing rapidly, which has aroused extensive discussion in academic circle and the industry and has an incalculable impact on foundational scientific research development. The study first sorts out the development of the GPT technological revolution, and discusses the new changes brought about by this technology in scientific research. Then, based on the three aspects of application status, core principles and innovation subjects, the impact of the GPT technological revolution on basic scientific research and its development suggestions for China are discussed. The study believes that GPT technology can certainly play a positive role in knowledge production, improve scientific research efficiency, and even promote scientific research paradigm changes, but it may also cause scientific research misconduct, weaken research credibility, and amplify the inherent bias of the Internet and other issues. Therefore, the study discusses how to develop Chinese foundational scientific research based on GPT technology. On the one hand, investing in the research and development of data and computing platforms that are independently controllable by the country and protected by intellectual property rights. On the other hand, emphasizing humancomputer collaboration and scientific research integrity supervision to create an open and transparent environment for Al development. In short, this study aims to provide policymakers and front-line researchers with an understanding perspective on the impact of GPT technology on fundamental science, promote the rational use of GPT technology, and provide a reference for the healthy development of the future academic ecology.

  • 我国开放科学政策体系构建研究

    Abstract: Open science has risen to the global strategic level. The open science policy will provide an accelerator for achieving global sustainable development goals. China’s formulation and support of open access policies and open science infrastructure policies are still insufficient. The practical demand for China’s open science policy comes from the emerging open innovation research scenario, while the longterm demand comes from the construction of an open innovation ecosystem. This study proposes an open science policy system that conforms to the framework of China’s science and technology innovation policy system, and proposes policy action suggestions that adapt to the UNESCO Open Science Recommendation.

  • Selection and Identification of Key Fields of Science and Technology in Major Countries of the World

    Abstract: [Purpose/significance] Exploring innovative qualitative and quantitative methodology can provide reliable basis for selection and identification of key fields of science and technology in countries. Comprehensive view and analysis data can provide some reference to support decision-making of the key fields of science and technology in China.[Method/process] Firstly three select criteria of the key fields of science and technology were determined, which included research achievements, research input and science and technology planning. Then the comprehensive analysis of indicators and their weights were designed. The sum of the ranks for the above mentioned three criteria was calculated by extreme standardization method.[Result/conclusion]The top 10 key fields of science and technology in major countries of the world were selected and compared with each other and China. The conclusion can provide some reference for the key field layout of science and technology in China.

  • Research and Practice of Regional Innovation and Industrial Development Information Service——Regional Information Service Practice of National Science Library, CAS

    Abstract: [Purpose/significance] With the proposal of the independent innovation strategy, the basic role of scientific and technological information in the development of national science and technology has been paid more and more attention. It is very necessary to carry out information service research and practice, and to build an information service method system and implementation plan for regional innovation and economic development.[Method/process] This article investigated the practice of domestic and foreign intelligence agencies serving regional innovation and economic development. Analyzed the overall design and service practices and cases of regional information services for the provincial academy of sciences, transfer centre of the Chinese Academy of Sciences, local government and enterprises of National Science Library, Chinese Academy of Sciences during the 12th and 13th Five-Year Plan. Summarized the characteristics and effectiveness of the regional innovation and economic development knowledge service carried out by the National Science Library.[Result/conclusion] On the basis of practice, we propose services for regional innovation and industrial development, which further expands the service area of the library. It is a growth point for the traditional library and will continue to develop and improve.

    Abstract:科技合作是推动实施“一带一路”倡议的重要举措。此研究基于爱思唯尔的 Scopus数据库,从定量数据分析的角度全面揭示“一带一路”区域和沿线国家的整体科研产出态势、国际合作特征、“一带一路”合作格局以及“一带一路”合作伙伴。结果显示:“一带一路”国家的科研产出规模差异较大,呈现不均衡分布状态;“一带一路”沿线国家的国际合作水平差异较大,自主研究论文占比较高,并且大多数国家“一带一路”合作强度较低;中国处于“一带一路”国际科研合作网络的中心位置。
